Mopping excess liquidity is a banking terminology best suited for what our former information minister termed Advance Economies, but here in aFrica and importantly Ghana, this may sound technical so people should take it as such the expansion of the money supply by the Central Bank for whatever reason was going to have one outcome more cedis chasing the US dollar which eventually leads to the depreciation of the local currency against all the major trading currency.
The question then is this what is the effect of the rate the Central Banks lends it's money to commercial banks and other financial firms on the rate the cedi is exchanged for the US dollar and the other trading currencies

In the case of Ghana despite the significant increase in this rate the cedi continues to depreciate and like our current veep illustrated the goodnews is that the rate of depreciation is slower than under the former administration.Bank rate is a bait used to attract funds, so if the bait is not doing it's job something else may be responsible
England also experienced an expansion of it's money supply and it's accompanying increase of stuff but the govt. indicated it was going to use taxation to mob up the excess liquidity(New money they pumped into the economy) so prices can cool off
Nice try but since you're a grounds person do some more digging

Why this writer doesn't have opinion on his own. Our inflation is self inflicted with ministers stashing dollars in their homes while the cedi is depreciating in an alarming rate never seen before.
