Please, every allowance is taxable except those exempted! You may want to read the tax laws again.

He never said he can't do anything but fair wages is responsible for the negotiation so NIA cannot unilaterally pay those allowances without agreement between unions and FWSC.
He has already forwarded the scheme of service to PSC for approval which will then be the basis for new conditions of service.
Ken Attafuah has said nothing wrong or done anything illegal.

False. For those on single spine, only FWSC can approve allowances. If these are approved but NOA fails to pay you can blame NIA. The Man will go to jail if he pays allowances without such approval.
