If a country does not keep most of its reserves in foreign accounts, it wouldn’t have any collateral to guarantee foreign loans it seeks. The crook is advocating for Ghana to keep all its funds in Accra so that the Akyem Mafia would find it easier to empty the pot. It’s like the squirrel advising the farmers to put all their harvested ripe palm nuts under the palm tree for safekeeping!
