The reserves he was talking about came mostly from borrowed dollars! It's an artificial and unreliable way of funding your reserves. In the event of Trouble like happened under Covid, speculative capital quickly leaves your shores, thereby exposing you badly. The IMF, world bank warned about debt unsustainability way before Covid sparked, but Ofori Atta ignored them bcos his company was making substantial revenues from our bond sales.
This is not the first time fuel hit 122 per barrel. It hit same figures in 1999 under Rawlings and under Kufour when there was no fuel exports. Under Ofori Atta, Ghana made substantial revenues from 3 oil wells! At 122 USD it meant more revenues! What's this apology of an Economist lecturer talking about here? He conveniently ignores the fact that under same Covid, prices dipped to zero too!
The lecturer must take lessons on inflation too! Gari, Maize are not imported commodities, so a well planned economy should make these products immune from exchange rate depreciation!! If we really invested in our farmers, covid wouldn't have affected our staple food prices. Supply side factors were squarely under our control. Don''t blame it on Covid!

Because the international capital market was closed to the government, the country didn't have foreign exchange to keep the exchange rate low. This resulted in high inflation.
This is the part that the lecturer missed. Most advanced countries debt doubled and even tripled but due to the external factors but did not have the level of inflation Ghana had because of better debt management.

The part of the hardship that is attributed to the government has to do with the depreciation of the local currency against the dollar and that is linked to the country's high indebtedness.
Because the international capital market was closed to the government due to low credit rating, the country didn't have enough foreign exchange to keep the exchange rate low. The depreciation of the cedi resulted in high inflation.

A JSS pupil.can tell us that the role of the Finance Minister is to find the money through tax, Government investments and loans etc to meet the national budget as presented by the various Ministeries and Departments. Yes Mr Ofori Atta exploited the weakness in the system to make money for his Companies but the Loans were to meet Government Budget and the budgets we're duly approved by Parliament
So the blame should be placed squarely on the Minister of Agric, Minister of Trade and Industries for poor work not ensuring massive production and poor trade policy to support the Agric Sector and for reason best known to the Minister of Trade he did not see the need for import substitution or trade restriction to support farmers and industries but allowed GUTA to turn Ghana into a global.warehouse.
The buck stop with the President of Ghana so he is the problem because he should have known the Presidential ambitions of Dr Bawumia, Alan Cash, Mr Akoto when he was appointing Alan Cash and Dr Akoto as Minister of Agric and Trade etc respectively because Alan Cash will certainly not cooperate very well with the Minister of Agric and others with Presidential ambitions. His recent utterances against Dr Bawumia speaks volume of a bad team player if really Economy Management Team existed and as advisory role. We should not forget the National Development Planning Commission is the Constitutional.mandated economy management of team and not the office of the Vice President so the Finance is not Constitutionally or mandatory required to take or accept advice from any conventional or unonstituonal Advisory body
