I thought the article would rather talk about plastic waste which is an obvious problem. Second hand clothing are even patronized in the western world and they are mostly biodegradable. Damping them in places to later be swept by the rains into the see is bad and must be stopped though, but the picture and the presentation is not accurate and rather exaggerated
