This South Africa cannot recruit additional 700 into its military (to solve the insane unemployment in that country) neither have they deemed it prudent to report/sue Kagame and Rwanda to the ICC (International Criminal Court) or the UN General Assembly/Security Council for the senseless killings in Eastern DRC.
