A dam only reduces the speed of flow and not the amount.
So the consequences of building the dam are found in the biological changes in aquatic life not necessarily quantities of water to the sea.
Egypt (107million people) was so focused to bully Ethiopia (1 35 mil people) made them to lose focus on the most important things, which is the design of the dam so that less water is stored while producing the same amount of power.
They could have bene part of the deal even to buy the some of the hydro power. Or provide the transmission lines to Sudan, then to Egypt.
The other option was to have used a smart finance scheme to be part of the funding mechanisms for the dam.
Imagine Israel was able to enter the supply chain of pagers for Hezbollah 10 years ago?
Egypt could have set up a covert fund to invest in this dam and be on the board of GERD through proxies.
There is no way a dam can block access to water.
They seized the Suez canal and have no moral right on this one. Arabs are bunch of liars and bullies anyway. Thank God Ethiopia did it.
