  This is a Problem Reaction Solution strategy. Why would the world bank and IMF give loans and warn not to be used for development but can be stolen and kept in foreign banks? Any leader who dares to go against those orders will be removed or assassinated. They create the Problem by inciting bad governance leading to civil unrest etc, check the citizens Reaction for the need for Western aid, and the Solution becomes easy. Contaminated food and population reduction vaccines.
