  Your mission will succeed if you make an effort to get the gangs to come together and work with you to bring an end to the chaos. The average Haitian is suffering from rampant corruption at the top, and one has to find a way to get the Haitian government to commit itself to working on a plan to create jobs for those at the very bottom of Haitian society. Your efforts will require financing, and you should be asking the UN, the AU and the USA that has long had ties there to assist your troops with some financing to help you run a successful peace-keeping effort. Can't succeed if you don't win the hearts and souls of the Haitian people. Turn yourselves into enforcers and your mission will fall flat on its face. But reach out to the people and you'll have the necessary co-operation needed to effectively carry out your mission.
