  Stadium managers could not produce a maintenance manual when asked to do so by the sports minister. Did it ever occur to him that there are no such manuals in the first place. He should take the leadership role in designing and producing those manuals for each stadium.

  There should even be a Maintenance Act and regulations to safeguard all state assets.
