  Because they have priorities. Resources to pay for facilities, equipment, supplies, curriculum development and the payment of personnel are extremely limited.

  Because they have priorities. Resources to pay for facilities, equipment, supplies, curriculum development and the payment of personnel are extremely limited.
  
  Sports development is a noble cause, but these privates do not have the Government subvention to "waste".
