  I don't know the whole deal but why relegate the team for not paying a fine. Why not keep them in the division but deduct points. In an era where referees are beaten to the point of dying, failure to pay a fine does not war ...

  I don't know the whole deal but why relegate the team for not paying a fine. Why not keep them in the division but deduct points. In an era where referees are beaten to the point of dying, failure to pay a fine does not warrant relegation, especially if the team actually did not fall into the relegation zone.
  
  But why do you need a Congress to rectify relegation. It should be part of GFA rule and every team made aware of this.
