From a monetary standpoint, it is easier for them to alienate Black Africa. The European tourist money is forever and AFCON is just once for them. The EBOLA argument is only a part of the story. Let us be real, if they did not have the tourism revenue they would not cancel. This is why we will likely see Angola or Gabon host because they need the extra revenue. They do not get tourist, the only get outsiders to come who are connected to the oil business. Most African countries would have kept the tournament. With contracts from Super Sport an BeIN TV that money alone plus their staff coming to stay and work in your country for a few weeks is an economic stimulus.
