You have a point there.Punishing alone can not solve this relatively easy problem.If banned team is moved to another city and fans misbehave again then what happens next.Even rival fans can get a team banned if they initiate an incident such as throwing items on to the field.So the only starting point is security.Bring in private security or cadets from bases to provide temporary security for each game.
