The Ministry of Sports and Recreation has issued seven key demands to the Ghana Football Association (GFA) following a high-level meeting on the state of Ghana football and the recent struggles of the Black Stars.

The meeting, held on Friday, October 2, comes after Ghana’s disappointing start to the 2027 Africa Cup of Nations qualifiers, with consecutive defeats to Côte d’Ivoire and The Gambia.

Carlos Queiroz subsequently left his position as Black Stars head coach.

The Ministry is currently demanding the dissolution of the Black Stars technical team and all existing national team management committees as part of a proposed restructuring of the national teams.

It has also called for the establishment of a National Technical Management Committee, comprising two government-appointed experts and two GFA nominees, to provide technical oversight.

Here are all seven demands:

1. Dissolution of technical team and management committees

The Ministry has demanded the dissolution of the Black Stars technical team and all existing national team management committees.

2. Establishment of National Technical Management Committee

A National Technical Management Committee is to be established, comprising two government-appointed experts and two GFA nominees.

3. Ministry involvement in Black Stars coach appointment

The GFA has been directed not to appoint the next Black Stars head coach unilaterally. The appointment must be made in consultation with the National Technical Management Committee.

4. Two national team management committees

The existing national team management committees are to be replaced with two committees, one responsible for men’s football and another for women’s football.

5. Restore head coach accommodation

The Ministry has also called for the restoration of state-provided accommodation for the Black Stars head coach.

6. Restructure national youth teams

The government wants the national youth teams to have a consolidated structure with a clear development pathway. It also wants to participate in selecting development coaches for the U15, U17 and U20 teams.

7. Sign FIFA-standard cooperation agreement

Also, the Ministry wants the GFA to conclude and sign a FIFA-standard cooperation agreement designed to establish joint decision-making between the GFA and the Sports Ministry.
