Just institute a national sports policy and roll out a national sports development roadmap with target milestones/objectives. Provide all sports with a threshold benchmark growth/development plan.

The policy and roadmap plans will naturally compel the building and development of appropriate physical infrastructure and resource/manpower/technocratic base to support/complement the former. These things must be strategically executed. One-offs and knee-jerks, naturally will only result in failure. VISION and its execution are the only solution!!!
