  We are only interested in building new facilities. Maintenance culture is zero. I'm even short of words.

  Simply watering is not the solution. The quality of the grass and ground may have deteriorated after long term poor maintenance and being used for other social activities with thousands in attendance stamping on it. This is not a small patch of grass in a domestic house.

If they can't grow natural grass and water it regularly, alternatively, they can install a hybrid field where artificial grass is interwoven with natural grass roots, taking care of regular maintenance. These are the type of fields found in Europe.
