Is Hearts of Oak permitted to recruit players without fulfilling the FIFA payment of fines?
Hearts of Oak have fulfilled all the FIFA requirements so are free to sign players. All dues have been paid.
How are they even able to sign players? Are they not on a transfer ban?

Give us a quality players the sports stadium will be filled every week days. We need sponsorship for the clubs also to boost the moral of the players.
All supporters of the mighty Accra Hearts of Oak should tell Togbe to leave the team alone, we tnk u.
You sign 'quality' players every season but we don't see their input.
All these Ashanti players are the reason why we never win anything .They are kotoko in heart- will not give the 101 percent required. Hearts of oak is now managed by useless people.
