  Free SHS program has brought a lot of problems to the management of secondary education in Ghana. There's congestion in most public schools because of the bogus double track system. There's no food to feed SHS students in the schools and most heads of schools are frustrated and afraid to speak up.Because of the double track system, the contact hours for secondary education have drastically reduced and students spend less than three years in school. Most parents are paying more for secondary education because they have to hire part - time teachers to teach their children who are at home because of the bogus double track system
