Ministry of Energy inaugurates local content committee for the Electricity Supply Industry

The Ministry of Energy has inaugurated an eleven-member committee to serve as the local content committee for the Electricity Supply Industry.

The committee will oversee the development and measure the growth of local content and local participation in the electricity supply industry, and monitor and coordinate the local content and local participation performance of all persons engaged in activities in the electricity supply industry in accordance with LI 2354 and ensure the implementation of the provisions of LI 2354.

Speaking at the inauguration Thursday morning, the Deputy Minister of Energy in charge of Finance and Infrastructure, Mr. Joseph Cudjoe, said there has been tremendous growth in the electricity supply industry since the power sector reforms.

He said “the installed generation capacity available for grid power supply at the transmission level in the country since 2010 has doubled from 2,165 MW in 2010 to about 4,360 MW as of mid-2018. On renewable energy generation, interest in manufacturing, installation, operation, and servicing has also been heightened.”

Mr. Cudjoe added that recognising the importance of the implementation of local content regulations and opportunities in the electricity supply industry, the Energy Commission (Local Content and Local Participation) (Electricity Supply Industry) Regulations, 2017 (L.I. 2354) was passed by the Parliament of Ghana into law in 2017.



He noted that, “the objective of the regulations is to achieve about fifty-one per cent (51%) equity participation in wholesale supply and distribution in the electricity supply industry (ESI) in Ghana and 60% local content; and also develop capacity in the manufacturing industry for electrical cable, conductors, and accessories, among others.”

He observed that business entities in the Electricity Supply Industry shall secure their legal, insurance, financial, engineering, technical consultancy, maintenance, and ancillary services from indigenous Ghanaian institutions.

“The respective indigenous Ghanaian institutions may however in the performance of the required service, partner with a Foreign Service Provider who shall deliver not more than forty-nine per cent of the value of the required service. The Procurement Plan, Technology Transfer Programme, Research and Development Programme, Employment and Training Schedule, Succession Plan and Allied Service Content of a business entity in the Electricity Supply Industry shall comply with the requirements of L.I. 2354 and approved by the Commission.” Mr Cudjoe stressed.
