GHANA OPERATES ON AN EXECUTIVE PRESIDENT SYSTEM NOT A PARLIAMENTARY FORM OF GOVERNMENT: THE CPP CAN WIN IN 2012 – DR. NDUOM

In the Ashanti region on Saturday, 15 October 2011, Dr. Papa Kwesi Nduom told the regional executives emphatically that the CPP can win the 2012 election and fill the position of the President of the Republic of Ghana. He added that the CPP must not be intimidated by the fact that the Party has one seat out of 230 in Parliament.
According to Dr. Nduom, we run an executive form of government where one person is given the authority to form a government using the best men and women he or she can find inside and outside parliament. We do not run a parliamentary one where a party needs a majority in the Legislature to form government. The CPP he said must focus on selling vigorously and positively its Presidential Candidate and what that person will do differently to improve the living conditions of Ghanaians. The Party must organise itself well and sell its practical policies around the positive and time tested “Work and Happiness” theme because most Ghanaians want jobs not handouts. It is time to unite, strengthen the Party and drum up support from the millions of Ghanaians who have been disappointed by unmet promises and poor living conditions.
He asked the executives to consider the nation’s experience in the 4th Republic where the NDC and the NPP have had both the Presidency and Parliament. The result has quite often brought about legislation, programmes and laws that have failed to make a positive impact on the lives of Ghanaians. He cited controversial matters such as the STX Housing deal, the sale of Ghana Telecom, the CNTCI agreement, the 3 billion dollar Chinese loan and other decisions that a majority in Parliament had been used to push through. He advised the people of Ghana to consider the fact that the NDC Administration led by President Mills seriously considers that it is doing well and implementing the so-called better Ghana agenda and yet there is growing unemployment even among graduates, environmental problems leading to preventable diseases such as cholera, there is growing labour unrest, the cedi is under pressure, there is massive failure in BECE examinations where some communities are increasingly scoring zero passes (100% failure) and road accidents are claiming too many lives without a plan evident to deal with indiscipline on our roads, etc., etc.
Dr. Nduom cited the examples in Africa and the world where persistence has paid off for political parties and presidential candidates who had been previously considered “too small” to win national elections. Recently, President Sata was elected to lead the Zambia government when not too long ago his political party had only one seat in Parliament. He is now President and Dr. Nduom stressed that with hard work, sacrifice, the CPP can also win the Presidency in 2012.
Dr. Nduom urged the CPP to convince Ghanaians that we need a President who is by practical experience best suited for the job and has demonstrated in his private life and public service the ability to deliver positive results. He added that political parties bring their ideologies to elections and that of the CPP is the best.
Dr. Nduom said he was confident that the CPP has the best men and women in health, economics, finance, education, agriculture, defense etc., to be able to manage the country’s affairs successfully. All the Party needs to do is to be positive, confident, enthusiastic and unite around its Presidential Candidate for a win in 2012.
