The government has directed that up to 20 per cent of all government printing assignments be allocated to the Ghana Publishing Company Limited (GPCL), as part of efforts to strengthen the operations of the state-owned company.
The Managing Director of GPCL, Nana Kwasi Boatey, disclosed this at the Government Accountability Series on Monday, November 2, 2026, saying the directive was secured through the intervention of the sector Minister, Felix Kwakye Ofosu.
He explained that the decision was intended to improve the company's commercial sustainability, strengthen its capacity and position it to compete more effectively in the printing and publishing industry.
Boatey said GPCL had already regained the confidence of government institutions, having secured major printing contracts, including the national budget, the mid-year budget review and the 2025 State of the Nation Address.
He noted that the company had secured the national budget printing assignment for the first time in more than seven years, describing it as a significant step in its efforts to expand its operations.

"We stand ready to take on this challenge and deliver timeously on all printing contracts and at the highest quality," he said.
Boatey also disclosed that the Minister of Finance had announced the company as Ghana's primary printer during the presentation of the 2026 budget.
He said the designation included a mandate for GPCL to lead the production of materials for the government's nationwide free textbook programme.
Boatey further called on corporate institutions to partner with the company, assuring them of its readiness to deliver quality printing and publishing services while meeting agreed deadlines.
