It was all drama and a series of apologies at the Public Accounts Committee (PAC) after the Northern Regional Births and Deaths Registry appeared before the committee on October 19, 2026.

In a video shared on X and sighted by GhanaWeb, the Northern Regional Director of the Births and Deaths Registry, Fuseini Damba Issifu, who appeared before the committee, was seen fumbling after he was questioned to account for some GH¢71,000.

In the video, Fuseini Damba Issifu, after being questioned, claimed he had sworn an oath to tell the truth but was seen fumbling and struggling to answer the questions.

“I have sworn an oath to tell the truth and nothing but the truth,” he said.

In the same footage, Ranking Member of Parliament on the Public Accounts Committee, Samuel Atta Mills, was seen interjecting while the regional director was still making his statement.

Samuel Atta Mills, during his rebuttal, raised concerns about whether the regional director received a management letter after auditors conducted an audit at the institution in 2025.

The Ranking Member, after listening to the answer from Fuseini Damba, bluntly informed him that he was lying.

“We know you have sworn an oath to tell the truth, but tell the truth at the right time. When the auditors came, are you telling us you gave them these documents, and they wrote it in the book?” he questioned.

The regional director also noted that the auditors failed to give them a management letter after conducting an audit at the institution in 2025.

Upon further probing, another Ranking Member of the committee, Abena Osei-Asare, noted that the regional director should be ashamed of himself for allegedly lying to the committee over the money.

“Sir, you have been asked a question. Were you there at the time of the audit? So why were you saying with all authority that they did not give you? Isn’t it disgraceful that the whole country is looking at you?” she said.

Following Abena Osei-Asare’s remarks, the regional director was seen pleading with the committee to forgive him and his office for any irregularities and financial losses that had occurred under his authority.

“Let me stand here and apologise for whatever happened and also the inconvenience this might have caused the high table. We have taken measures, and next time we will follow up with the management letter,” he said.
