Ghana introduces new laws to strengthen social protection, gender equity

Vice President Professor Jane Naana Opoku-Agyemang has launched the Social Protection Act, 2025 (Act 1148), the Social Protection Regulations, 2026 (L.I. 2521), and the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522).

According to the Vice President, the new legal framework is aimed at strengthening support for vulnerable households, improving opportunities for women and ensuring that public resources reach their intended beneficiaries.

In a Facebook post on Wednesday, October 7, 2026, Professor Opoku-Agyemang said the new framework would strengthen coordination and accountability within Ghana’s social protection system.

She noted that the country already had several social protection interventions, including the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme and the National Health Insurance Scheme.

She said the new framework would improve provisions for social assistance, emergency relief, as well as productive and financial inclusion.

The Vice President also highlighted the Affirmative Action Regulations, saying they would help translate the government’s commitment to gender equity into practical opportunities for women.

“Passing laws is only the beginning. Their success will be measured not by their existence, but by the difference they make in people’s lives,” she said.

Professor Opoku-Agyemang commended the Minister of Gender, Children and Social Protection, Dr Agnes Naa Momo Lartey, and her team, Parliament, the Attorney General and Minister of Justice, development partners and other stakeholders involved in the process.

She also expressed gratitude to Dr Esther Ofei-Aboagye for what she described as her significant contribution to the process.

“Our task now is to move from legislation to impact and to ensure that no Ghanaian is unnecessarily left at the margins of our development,” she added.
