Manchester City have reportedly been found guilty of 114 of the 115 charges brought against them by the Premier League over alleged breaches of its financial regulations.

According to The Athletic’s David Ornstein, an independent commission has ruled against the club on virtually all the charges following a long-running case that has cast a shadow over City’s dominance of English football.

The charges, formally brought in February 2023, relate to alleged financial breaches covering a nine-season period between 2009 and 2018.

They include accusations of failing to provide accurate financial information, providing inaccurate details regarding player and manager payments, breaching financial regulations and failing to cooperate with the Premier League’s investigation.

City have consistently denied wrongdoing and are expected to appeal the independent commission’s verdict.

The club’s position remains that the Premier League process is still ongoing, with significant elements of the case subject to confidentiality.

Importantly, no sanctions have yet been decided. The possible punishments range from financial penalties and suspended sanctions to more severe sporting consequences, with the outcome expected to depend on the commission’s determination and any subsequent appeal process.

The case has taken years to reach this stage. A 12-week hearing before the three-person independent commission was held between September and December 2024, but the verdict was delayed for almost two years.

Premier League chief executive Richard Masters admitted in August that the process had taken longer than expected.
