President John Dramani Mahama has called for countries in the Global South to take greater control of the resources, funding and production systems that underpin their health programmes.

He said countries cannot genuinely claim ownership of their health systems when critical decisions and resources remain controlled by external donors.

President Mahama made the call in New York on Monday, September 21, 2026, when he launched the High-Level Panel Report of the Accra Reset, titled A Sovereign Future for Health, on the sidelines of the 81st United Nations General Assembly.

He later shared the message on X, indicating that the Accra Reset was established to challenge the continued dependence of developing countries on foreign donor support for essential health programmes.

“One year ago, through the Accra Reset, we rejected the idea that the health, dignity, and future of our people should remain perpetually tied to foreign donor magnanimity,” he said.

President Mahama said countries cannot claim ownership of their health systems, while others control the resources and decisions linked to them.

“To put it plainly, we were handed a broken cauldron and asked to own a soup cooked entirely in someone else’s kitchen,” President Mahama said.

He argued that genuine ownership must involve control over the systems and resources needed to deliver healthcare.

“Today, through the Accra Reset, we declare unequivocally that there can be NO ownership without control,” he added.

The report, A Sovereign Future for Health, forms part of efforts under the Accra Reset to advance greater health sovereignty for countries in the Global South.
