Three Ghanaians have petitioned the Criminal Investigations Department (CID) of the Ghana Police Service to investigate the alleged impersonation of former Dome-Kwabenya Member of Parliament Sarah Adwoa Safo in Parliament.

According to the petitioners, Emmanuel Kotin, Godwin Ebo Buckman and Ramzy Innusah, the controversy has gone beyond public allegations and requires a formal investigation to establish the facts.

Speaking on TV3’s Ghana Tonight on Tuesday, September 15, 2026, one of the petitioners, Godwin Ebo Buckman, said it had become necessary for the CID to investigate the matter.

“It is important this issue is dealt with once and for all. Because it is an issue that borders on the integrity of our democracy itself, the integrity of Parliament, and every integrity of the leadership of NPP and Adwoa Safo and all those that are connected to it,” he said.

“So, it is important that we deal with this issue once and for all. It is on the basis of that that we thought it would be prudent for us to escalate it from the level of allegation to the level of investigation, to be able to ascertain whether indeed the lady in the video was really Adwoa Safo or not,” he added.

The petitioners are asking the CID to establish the identity of the woman captured in the video and determine whether there was any impersonation.

Background

The controversy dates back to 2021, when Adwoa Safo, then MP for Dome-Kwabenya and Minister of Gender, Children and Social Protection, was absent from Parliament for a period due to personal reasons.

The issue became a major political controversy in November 2021 during parliamentary proceedings on the approval of the 2022 Budget.

A woman wearing a mask was seen in Parliament, leading to claims that someone had impersonated Adwoa Safo.

The then Minority raised questions about whether the woman was the former MP, with North Tongu Member of Parliament, Samuel Okudzeto Ablakwa, saying the Minority was reviewing images and videos over a possible case of impersonation.

Adwoa Safo subsequently rejected the claim, insisting on the floor of Parliament that she was present during the sitting in which the 2022 Budget was approved.

The 2022 Budget was later reconsidered and approved by Parliament.

The latest petition seeks to move the matter from the level of public claims to a formal investigation to establish whether there was any impersonation.
