The government has said it will fully fund the construction of the Accra-Kumasi Expressway without borrowing, with Finance Minister Dr Cassiel Ato Forson assuring that the funds needed for the project will be ready by December 2026.

Dr Ato Forson said government plans to mobilise the required funds from domestic sources, allowing the major road project to proceed without adding to Ghana’s debt burden.

Speaking at the 175.6-kilometre right-of-way handover ceremony on Monday, September 14, 2026, the Finance Minister said government was committed to securing the full funding before construction begins.

“As your Minister for Finance, I want to use this opportunity to assure the nation that the entire amount needed for the construction of this expressway will be ready by December 2026. For the avoidance of doubt, we will not borrow a pesewa for this construction,” he said.

The assurance comes as government prepares to move the 198.7-kilometre Accra-Kumasi Expressway into its next stage.

According to Dr Ato Forson, the project is expected to significantly reduce travel time and transport costs while improving road safety along one of Ghana’s busiest corridors.

The expressway is also expected to facilitate the movement of people and goods between Accra and Kumasi while easing pressure on the existing road network.

Government says the project forms part of its broader efforts to deliver major infrastructure projects without placing additional pressure on the country’s debt.

The key test now will be whether government can meet its December 2026 funding deadline and translate its pledge of debt-free financing into actual construction.
