The Rent Control Department has directed landlords, property owners and private hostel operators across Ghana to issue rent cards to tenants and register their properties or face sanctions.

In a statement dated August 10, 2026, Acting Rent Commissioner Frederick Opoku said the directive forms part of efforts to enforce the Rent Act, 1963 (Act 220) and the Rent Control Law, 1986 (PNDCL 138).

The Department explained that rent cards are not new. "The issuance of a rent card is not a new administrative requirement," the statement said, describing it as a statutory obligation.

Landlords renting on a monthly or shorter basis must issue tenants rent cards within seven days of the start of the tenancy, showing the names and addresses of both parties and the rent payable.

From August 17, 2026, landlords seeking services from the department must show evidence of compliance, or risk having their applications declined or delayed. Landlords and hostel operators have until November 30, 2026, to register or update their property and tenancy information.

For private hostels, the requirements take effect from the 2026/2027 academic year, with operators expected to issue rent cards to student tenants and keep proper records.

The Department said student accommodation "must be administered within a transparent, accountable and lawful rental framework,” It stated.

It warned that non-compliant landlords could face legal consequences and may be unable to pursue complaints against tenants before Rent Control.

The Department said it will gradually intensify inspections and enforcement nationwide while giving landlords reasonable opportunity to comply.
