The Chief Executive Officer (CEO) of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has revealed that some individuals opposed his efforts to block practices he believes were causing revenue losses to the state.

According to him, moves to tighten controls at the authority, particularly around the sale of defective vehicle (DV) registration plates and other transactions, were met with resistance.

Speaking on Adom FM, monitored by GhanaWeb on August 3, 2026, he explained that after assuming office, he took steps to prevent some individuals from exploiting loopholes at the DVLA.

“When I assumed office as DVLA boss, the highest defective vehicle plates (DV) sold was 30,000.

“After blocking people from selling the DV plates, the numbers shot up to 100,000, so they were in the system selling the plates,” he said.

The DVLA boss said his decision to introduce reforms and improve accountability contributed to the opposition he faced from some individuals.

“They sold about 70,000, so you can imagine the amount of money they were making. They were selling the DV plates between GH¢2,000 and GH¢3,000. Calculate against the 70,000 they were selling every year, so you can imagine why people want me out. Even you are selling these DV plates at these prices, then you are making money, then I come to stop all that,” he stated.

DVLA to scrap registration year on new number plates

He explained that when DVLA personnel were deployed to the streets, they discovered several fake vehicle registration plates being used by motorists.

“When our boys went onto the streets, there were a number of fake plates on the market, about 100,000 plates,” he said.

Kotey maintained that his focus was to transform the authority and ensure that revenue generated from DVLA operations benefits the state.

He noted that blocking illegal transactions and strengthening systems at the DVLA would help the authority generate more revenue and improve service delivery.
