The Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation Secretariat has alleged that its former executive secretary, Dennis Edward Aboagye, requested the removal of portions of a forensic audit report, including findings relating to a bank account that recorded transactions amounting to GH¢102,256,802.69.

According to a statement issued by the Secretariat on July 27, 2026, Aboagye made the request during a meeting held on July 18, 2025, at the office of one of his lawyers.

The meeting was attended by the current executive secretary following an invitation conveyed through the lawyer and a mutual friend.

The Secretariat claimed that during the meeting, Aboagye appealed for some of the audit findings to be dropped, particularly those relating to two bank accounts.

It said one of the accounts recorded transactions totalling GH¢102,256,802.69 but was not disclosed in the official handing-over notes.

The statement further alleged that Aboagye requested the removal of findings relating to PNY Investment Limited, BMABA Enterprise and GAPTE from the audit report.

According to the Secretariat, the Executive Secretary declined the requests.

The allegations form part of the Secretariat’s response to comments made by Aboagye during an appearance on Ekosiisen on Asempa FM on July 21, 2026, which it described as containing “significant inaccuracies and unsubstantiated statements.”

The Secretariat disclosed that a 2025 forensic audit found Aboagye and the institution’s Accountant jointly culpable for a number of financial and administrative irregularities, including authorising or facilitating non-compliant transactions.

It said Aboagye was given the opportunity to respond to the audit findings before the report was finalised.

According to the statement, the audit report has since been submitted to the Economic and Organised Crime Office (EOCO) for further action.

“The audit findings have been submitted to the Economic and Organised Crime Office (EOCO) for necessary action,” the statement said.

The Secretariat also rejected Aboagye’s claims that the current Executive Secretary was acting under political pressure or using the audit process to victimise him.

It insisted that no such directives were ever given and that the audit formed part of standard governance and accountability processes.

It further appealed to Aboagye and relevant law enforcement agencies to ensure the return of official documents, including handing-over notes referenced during his media appearance, which it said are currently not in the Secretariat’s possession.
