The Economic and Organised Crime Office (EOCO) has disclosed that Gerald Appiah, the suspect arrested alongside NPP communicator, Dennis Miracles Aboagye, has begun voluntarily returning funds connected to the GH¢55 million financial irregularities being investigated.

In a press statement issued on Monday, July 13, 2026, EOCO confirmed the arrest of Dennis Edward Aboagye, popularly known as "Miracles," the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), as well as, Gerald Appiah, the former Accountant of the same institution.

The agency noted that Gerald Appiah has voluntarily commenced repayment of funds connected to the crimes being probed.

However, EOCO was quick to stress that the repayments do not conclude the investigative process.

"EOCO notes that Gerald Appiah has voluntarily begun refunding (returning the Loot) of funds connected to the crimes under investigation. These recoveries do not and by themselves conclude the investigative process neither does it absolve any suspect of any crime," the statement read.

The arrests follow extensive investigations triggered by a petition from the current Executive Secretary of IMCCoD requesting further probe into a forensic audit of the Secretariat covering the period from August 1, 2022 to February 2, 2025.

The investigations centre on the suspected misappropriation, misapplication, diversion and theft of public funds amounting to approximately GH¢55 million.

Both suspects face a raft of charges including conspiracy to steal and stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering and other suspected offences.

The EOCO concluded that Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana, and that Gerald Appiah is expected to complete his bail conditions and be released while investigations continue.
