Tension erupted at the Ayawaso Central Municipal Assembly when the Minister of Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, directed the Assembly's Municipal Finance Officer (MFO) to provide documents explaining how more than GH¢400,000 allocated to Persons With Disabilities (PWDs) had been spent.
In a video shared by JoyNews on June 10, 2026, Ahmed Ibrahim instructed the finance officer to submit all relevant documents before the close of work.
"I want all the four advices from Ayawaso Central Municipal Assembly. When you receive them, go and wait for me in my office. By the time we close, you must give me the (sic). Is that clear?" he said.

The minister noted that the Assembly had received significant allocations for PWDs over several quarters and questioned why only a small portion had reportedly been spent.
"All these big people, if you were giving GH¢112,000 for a third quarter, the third quarter amount was huge. The first quarter was a bit smaller, second quarter was also huge and fourth quarter was huge.
"Meaning you have received at least GH¢400,000 to GH¢500,000 for Persons with Disabilities (PWDs). Is that not what you have?" he asked.
Ahmed Ibrahim further questioned the finance officer's inability to immediately account for the funds.
"Apart from being the Municipal Financial Officer (MFO) there, what other work do you do? This is your job," he stated.
The minister stressed the need for accountability and efficiency within the public service, saying national development depended on public officials carrying out their responsibilities diligently.
"You say, we all want to go to Dubai. Their civil service or public service is very competent and they work with honesty and sincerity that's why their country is what it is. So, nobody can make Ghana good if you don't put Ghana in order.
"And when we are demanding for these small things, that's what we expect from you. President has given you money for Persons With Disabilities. He said take it and invest it for them and you have received it. Would it not truly be easier for you to account and say, this is how much I receive? Then you are telling me you have spent GH¢126,000," he noted.

He indicated that based on the figures presented, a large portion of the funds remained unaccounted for, warranting further scrutiny.
"Meaning three times of that money is in the account and you have not spent it. That's why I'm saying, go and bring the records. If in 2025, we gave you GH¢500,000 to GH¢600,000 for persons with disabilities, and you are counting that you have spent only GH¢126,000 on them, shouldn't I interrogate you further?" he questioned.
