Dafeamekpor sets the record straight on Finance Ministry-MoFA funding 'fight'

The Majority Chief Whip and Member of Parliament for South Dayi, Rockson-Nelson Dafeamekpor, has defended the Ministry of Finance in the ongoing dispute with the Ministry of Food and Agriculture (MoFA) over the release of funds for agricultural programmes, describing the public disagreement as "unfortunate."

The controversy emerged after conflicting accounts from the two ministries regarding the disbursement of more than GH¢1.6 billion allocated to support agricultural initiatives this year.

Speaking on the matter on a panel discussion on TV3 on June 6, 2026, Dafeamekpor maintained that the Ministry of Finance had fulfilled its obligation by authorising and releasing the funds, insisting that the ministry's claims were accurate.

"When the Finance Ministry says it has made releases to Agric amounting to GH¢1.6 billion, representing about 85 percent of the ministry's budgetary allocation, they actually spoke the truth and provided documents to support that claim," he said.

According to him, the confusion stems from the distinction between the release of funds by the Finance Ministry and the actual payment process handled by the Controller and Accountant-General's Department.

"The releases go to the Controller, who then has to mobilise resources to make the actual payments. It takes some time because revenue inflows come in gradually. As for Finance, they have done their part," Dafeamekpor explained.

He argued that while MoFA may not yet have received the actual funds in its accounts, that did not necessarily mean the Ministry of Finance had failed to make the releases.

The South Dayi MP criticised the manner in which the issue became public, suggesting that officials within the Agriculture Ministry should have resolved the matter internally before making any public statements.

"I don't think this is a matter that should have come into the public domain. The media liaison at the Agriculture Ministry should have engaged the relevant authorities because this is not how such matters should be handled within government," he stated.

Dafeamekpor further dismissed suggestions that the disagreement reflected deeper tensions within the government, describing the incident as a "misjudgment" rather than evidence of any internal political conflict.

Meanwhile, political analyst Dr John Osae-Kwapong has expressed concern over the public nature of the disagreement, warning that it risks fuelling speculation about possible political divisions within government.

Speaking on The Big Issue on Channel One TV on Saturday, June 6, Dr Osae-Kwapong said the matter should have been resolved privately, given that both ministries operate under the same administration.

"If it's really a bureaucratic disagreement over whether truly the Finance Ministry has made and released funds to the Agric Ministry or not, this is something that could have been easily resolved privately," he said.

"These are things that you can resolve easily and privately because you are colleagues in the same government and the same party. When they become public, then you make yourself vulnerable to other narratives of whether there are political undertones or something bigger behind this public spate of budget allocations."
