Former Finance Minister and Karaga MP, Mohammed Amin Adam, has called on the Bank of Ghana and the Ministry of Finance to explain the regulatory and fiscal implications of the Court of Appeal ruling ordering the restoration of the licence of GN Savings and Loans.

In a Facebook post shared on Saturday, May 23, 2026, Dr Amin Adam warned against politicising banking regulation as Ghana works to stabilise its economy following an IMF-supported programme.

“Financial stability is not a campaign promise. It is a national asset,” he stated.

The former Finance Minister outlined three key actions he believes the Bank of Ghana must immediately undertake following the ruling.

According to him, the central bank should first publicly explain the regulatory implications of the decision and indicate whether it intends to appeal the ruling.

He further argued that before any operational restoration of the licence, the Bank of Ghana should conduct and publish the broad conclusions of a fresh prudential assessment covering areas such as capital adequacy, liquidity, governance, asset quality, and risk management.

Dr Amin Adam also called on the Ministry of Finance to disclose any potential fiscal liabilities arising from the ruling, including possible compensation obligations, depositor liabilities, receiver costs, and recapitalisation requirements.

He warned that Ghana’s credibility after the IMF programme would largely depend on whether financial-sector reforms are viewed as technically driven and durable rather than politically influenced.

“If core financial-sector clean-up decisions are reopened through political pressure, the signal to markets could be damaging,” he cautioned.
