If her workers decides to surprise her by presenting a birthday cake to her in her office and if a friend of hers who's a musician decides to surprise her by visiting her in her office during working hours, what's absolutely wrong with that? How many hours did she use to appreciate those who came to wish her a happy birthday? The fact that she's a public office doesn't mean that she cannot recognize her birthday or her workers or staff cannot surprise her with a birthday present in a short celebration.
