Ghanaian legal practitioner and member of the Convention People's Party (CPP), Kwame Jantuah, has criticised Minister of Roads and Highways, Kwame Governs Agbodza, for not immediately terminating the contract of a non-performing contractor during a heated confrontation captured on video.
His remarks come in the wake of a video, which has gone viral, showing a visibly furious minister confronting officials of Top Engineering International Ltd at the site of the Enchi–Elubo road project over the slow progress of work.
The contractor is said to have received a mobilisation payment of GH¢80.2 million in 2025 but has barely executed any meaningful work on the project.
Agbodza, during the inspection as part of his ongoing monitoring exercise, warned the contractor to accelerate work or face sanctions, while noting that the huge mobilisation already paid was the main reason he could not terminate the contract immediately.

However, Jantuah believes the minister should have cancelled the contract on the spot and demanded the immediate repayment of the mobilisation funds.
Speaking on a panel discussion on the GTV Breakfast show and monitored by GhanaWeb on Wednesday, May 13, 2026, he expressed frustration at what he described as contractors taking taxpayers for granted.
“I would cancel the move and make him pay the mobilisation back. Cancel it there and then. Get him to pay the mobilisation back,” Jantuah stated.
“They cannot take the taxpayer’s money for granted. How was the selection made in terms of the road contracts? Was it single source? Was it open tender? How was the contractor chosen? What was the worth of the contractor on other roads? Is it the first time they are coming to do roads in Ghana?" he quizzed.
"These questions should be asked. Because it is pretty, pretty annoying for government to pay mobilisation of 80 million cedis and you haven't done it. They paid him in 2025. Ah, the minister should have terminated the contract there and then,” he added.
