Veteran Ghanaian lawyer, Tsatsu Tsikata, has called for reparations for residents of the Santrofi, Akpafu, Lolobi and Likpe (SALL) traditional areas, describing their disenfranchisement during the 2020 general elections as a grave and unresolved injustice.

Speaking at an honorary lecture organised by the UPSA Law School on April 15, 2026, Tsikata argued that the affected communities were denied both their constitutional right to vote and parliamentary representation.

“I dare say they are owed reparation,” he stated, stressing that the consequences of the disenfranchisement extend beyond the electoral process.

Tsikata recalled that on December 6, 2020, residents of the SALL areas were prevented from voting in the Hohoe Constituency, where they had previously exercised their franchise under a valid constitutional instrument.

“Yet a winner was declared in that constituency, and he served in Parliament during a period when citizens in the SALL areas had no representation,” he noted.

He described the situation as an affront to the very fabric of the Republic, adding that it constituted a violation of the fundamental human rights of the affected citizens.

According to him, although a Guan District and a Guan Constituency have since been created, these measures do not adequately address the injustice suffered.

“For the period they lacked parliamentary representation and access to resources that could have been secured through a Member of Parliament, I dare say they are owed reparation,” he reiterated.

Tsikata further revealed that legal efforts to seek redress are ongoing, with the matter currently before the Supreme Court following a series of rulings in the lower courts.

He also criticised what he described as inconsistencies in judicial decisions, referencing how electoral disputes have been handled in different cases, including those involving the Electoral Commission.

“The historic injustice awaits judicial resolution,” he added, urging that the rights of the affected communities be fully restored through appropriate legal remedies.
