The Office of Government Machinery has disclosed that GH¢21 million was paid to contractors for renovation works at the Black Star Square, even though the 67th Independence Day celebration was ultimately moved to the Eastern Region.

The revelation came when the Chief Director of the Office, Abubakar Wayo, appeared before the Public Accounts Committee on Tuesday, March 31, 2026, to respond to questions surrounding the expenditure.

Wayo explained that the decision to relocate the Independence Day event was made after the renovation contract for Black Star Square had already been awarded. As a result, the project could not be halted midway.

According to him, the focus of the renovation shifted, with the facility being prepared instead for the presidential inauguration.

“…Although the initial plan was for the Independence Day celebration to be held there, the decision was later changed.

“I do not think we had the authority to halt the project simply because the contract specified the venue for the 67th Independence Anniversary. We were directed by a higher authority to proceed,” he stated.

His comments highlight the complexities of government decision-making, where changes in national plans can have significant financial implications.

While the venue for the Independence Day celebration changed, the renovation of Black Star Square went ahead, raising questions about planning, timing, and the cost to the state.
