If this calamity had occured at a time school was in session, the Head Masters Office (located on the first floor, according to credible information), and the first floor (allegedly used by students for studies), may have been occupied; and this would have worsened the tragedy.
There appears to have been a case of gross dereliction of duty, on the part of the 'authorities'.
