The tragic death of 29-year-old engineer Charles Amissah, who was reportedly denied emergency care by three major hospitals, following a road accident, has sparked widespread concern.

In response, the Ministry of Health has established a high-level, three-member Investigation Committee to probe the circumstances surrounding his death on February 6, 2026.

In a statement released on February 18, 2026, the Ministry’s spokesperson, Tony Goodman, said the Committee will carry out a comprehensive and independent inquiry to establish the facts.

“The Committee will examine the sequence of events, the decision-making processes involved, and any contributing factors that may have led to delays or challenges in the provision of emergency care.

“The Committee, chaired by Prof Agyeman Badu Akosa, with Dr Henry Kwasi Bulley representing the Ghana Medical Association and Dr Koku Awoonor-Williams serving as Technical Advisor to the Minister of Health, will, according to the statement, “assess the adequacy and effectiveness of existing policies, protocols, and oversight mechanisms governing emergency healthcare delivery,” the statement said.

The Ministry has set March 5, 2026 as deadline for the Committee to submit its findings and recommendations to the Health Minister.

Commenting on the development, Tony Goodman said, “We are committed to promoting integrity, strengthening accountability, and ensuring that all health facilities adhere strictly to established standards of emergency care delivery.”

This action comes amid growing concerns over the alleged refusal of emergency care in three hospitals, which reportedly contributed to the untimely death of the young engineer.

Amissah lay helpless in an ambulance for three hours while all attempts to get him care at the Greater Accra Regional Hospital, the Police Hospital, and Korle-Bu Teaching Hospital proved futile.

He ultimately died without being admitted, due to ‘no-bed syndrome.’

Ambulance staff who promptly administered first aid at the scene first took Amissah to Ridge Hospital, where he was denied admission and immediate care.

He was then referred to the Police Hospital, where he waited in the ambulance without treatment.

Finally, at Korle-Bu Teaching Hospital, staff again cited capacity issues and refused to admit him for stabilisation.

Despite an ambulance crew ready to continue lifesaving care on site, hospital officials reportedly denied permission for further treatment inside the ambulance.
