That facility was revived just for votes from a certain group. Economically and logistically it is a loss maker.
To make sugar you need to supply beets or sugar cane. There isn't enough sugar cane to supply the factory, because it was an afterthought. Buying sugar cane elsewhere and transporting it to this facility means the finished product becomes too expensive.

Yes, that was then. Molasses from the Caribbean was profitable in Europe until the cost of making sugar from beets became cheaper than cane sugar, and the end of slavery in the Caribbean lost the labor cost advantage.

Industrial process enhancement has made sugar from beets very cheap. And there are syrup sweeteners from corn, very cheap compared to cane sugar.
Tomatoes have the same problem, they are growing far from the population center that to transport it costs so much. The rural farmer is offered so low a price that they are not interested anymore and are selling the land for galamsey.
