AMA should just walk along the railway tracks and see the filth, the mess, the squatters right next to the tracks starting from Accra Central. Go along Fadama and Agbobloshie. The money you collect from fines will pay for the whole year AMA budget and leave them with surplus. The indiscipline and habits of people cannot be changed without severe penalties.

Just ban plastic bags across the country. Kenya did it overnight. Make the sachet water manufacturers responsible for clearing up the litter or paying for the clean up. They might then think of say 5 pesewas on top of the sachets for a refund on return which will encourage de-littering, it works perfectly in countries like Germany.

Good idea BUT will never work in Ghana. Some years back the government put similar tax on sachet water production; government is still taking the taxes alright but has failed to collect the litter, just like street lights. Every electricity consumer in Ghana pays for street lights but our streets are dark.
But why sachet water waste and not rubbish in general. Can people litter with fruit juice bottles and packs. How many MMDAs have provided dustbins in their cities? Even where they provide scanty dustbins, the Assemblies hardly collect them. Go to Obuasi and see the tattered containers Zoomlion is using collect rubbish even though the people pay before their waste are collected.
