The Project Management Institute (PMI), Ghana Chapter, has reiterated its call for the enactment of a Project Management Act to strengthen governance, accountability and value-for-money in public infrastructure delivery, following a professional site visit to the Accra - Tema Motorway and Extensions Project.

The visit was undertaken as part of PMI Ghana’s Project Site Tour Programme, a structured initiative aimed at promoting the adoption of professional, standardized and value-driven project management practices across national development initiatives.

The Accra-Tema Motorway and Extensions Project is a major transport intervention designed to ease congestion, improve road safety and enhance mobility within the Accra–Tema metropolitan corridor.

The project is being executed by Maripoma Enterprises Limited, a wholly Ghanaian-owned construction firm, in partnership with Associated Consultants, responsible for design review, construction supervision and delivery of Section One (Tema Roundabout to Tetteh Quarshie Interchange).

During the visit, PMI Ghana members engaged directly with the project delivery team and received comprehensive technical briefings from Site Engineer, Ing Emmanuel Tetteh and Project Manager, Ing Ben Sackey.

Discussions focused on key elements of project execution, including scope definition, schedule management, cost control, quality assurance, risk mitigation and stakeholder coordination.

The engagement facilitated professional dialogue and peer review, reinforcing alignment with internationally recognized project management standards and best practices in complex infrastructure delivery.

Speaking during the visit, PMI Ghana President, Frank Owusu-Asamoah, underscored the importance of professional project management as a governance framework for public investment.

“Professional project management provides the structure, discipline and accountability required to ensure that public infrastructure delivers sustainable value,” he stated.

“It's consistent application is essential to improving project outcomes and strengthening public confidence.”

PMI Ghana reaffirmed its advocacy for a Project Management Act to institutionalize professional standards across all government-funded projects. The Institute noted that such legislation would promote standardized methodologies, professional accountability, transparency and performance-based delivery throughout the public sector.

In support of this position, PMI Ghana referenced international best practice, including the United States’ Program Management Improvement and Accountability Act (PMIAA), as an example of how legislative frameworks can strengthen project oversight and delivery performance.

The site visit underscores PMI Ghana’s role as a professional partner to government institutions, development partners, and the private sector, supporting improved project delivery through policy advocacy, professional engagement and capacity building.
