Minister of Finance Dr Cassiel Ato Forson has confirmed that Ghana has reached a Staff-Level Agreement (SLA) with the International Monetary Fund (IMF) following the successful completion of the fifth review of the country’s three-year US$3 billion Extended Credit Facility (ECF) program.
In a statement posted via X on October 10, 2025, Dr Forson said the milestone comes after Ghana met all six Quantitative Performance Criteria and four Indicative Targets for the review period, describing it as a “powerful validation of the disciplined and comprehensive economic recovery strategy” pursued over the past nine months.
He also highlighted the positive outcomes of President Mahama’s 'Reset Agenda', noting that non-oil sectors, the main source of job creation, have shown impressive growth.

"Inflation has fallen sharply, returning to single-digit levels, while interest rates have declined significantly. The Ghana cedi has demonstrated notable strength and stability, and our fiscal consolidation efforts are yielding results, reflected in a budget surplus and a substantial reduction in public debt," he wrote.
Dr Ato Forson pointed to progress in bilateral debt restructuring, pledging that all outstanding agreements would be finalised before the ECF program concludes.

Meanwhile, the IMF Executive Board is expected to review Ghana’s fifth ECF assessment by the end of December 2025. Once approved, the program will unlock a disbursement of US$385 million, bringing total support under the facility to US$2.6 billion.
Dr Cassiel Ato Forson concluded by thanking Ghanaians for their patience and resilience, and the IMF mission team for their constructive engagement.
