CAGD denies overstating Ghana's public debt by GH¢138.91 billion

The Controller and Accountant General’s Department (CAGD) has strongly dismissed claims that it overstated Ghana’s public debt by GH¢138.91 billion in its 2023 Whole of Government Accounts.

The allegation stemmed from the Auditor-General’s report, which flagged discrepancies between figures reported by the CAGD and those from the Ministry of Finance.

According to the report, the department recorded Ghana’s total public debt at GH¢861.4 billion, while the Ministry of Finance reported GH¢737.17 billion.

Appearing before the Public Accounts Committee of Parliament on Monday, August 25, 2025, the Controller and Accountant General, Kwasi Agyei, clarified that the figures had since been reconciled through a joint exercise between the two institutions.

Supporting this clarification, the Assistant Auditor-General in charge of the Whole of Government Account Audit, Paul Affram, confirmed that the reconciliation was completed after the release of the report, thereby validating the CAGD’s position.

The Department has therefore urged the public to disregard suggestions that it overstated the national debt.

It further emphasised its commitment to transparency and accuracy in public financial reporting, adding that reconciliations of this nature are standard practice to ensure consistency across government accounts.
