What to know about GIFEC bill to be laid in Parliament

The Ghana Investment Fund for Electronic Communications (GIFEC) is set to undergo a significant transformation, with a new bill expected to be presented to Parliament that will change the institution’s name and broaden its operational scope.

This announcement was made by Sofo Tanko Rashid-Computer, Administrator (CEO) of GIFEC, during an appearance on Channel One TV’s Breakfast Daily program on June 5, 2026.

“Let me even take this opportunity to announce that we are bringing a new, I mean a new bill is coming. I mean even from here I'm just going there... We're having a meeting at the Ministry to be chaired by the minister himself with our lawyers.

“I mean to do a final touch-up to the bill, get to cabinet and then to Parliament for us to change it, to change the name to reflect a widened scope of mandate,” Rashid-Computer stated.

He emphasised that the proposed legislation aims to better position the fund to handle its evolving responsibilities in advancing digital inclusion across Ghana.

GIFEC was originally established in 2004 as the Ghana Investment Fund for Telecommunications (GIFTEL) to promote universal access to basic telephony in underserved communities.

The Electronic Communications Act, 2008 (Act 775) later renamed it GIFEC and expanded its role to include broader electronic communications, internet access, ICT capacity building, and equipment deployment to educational and training institutions.

The fund operates under the Ministry of Communication, Digital Technology and Innovations and focuses on bridging the digital divide through infrastructure projects, community connectivity initiatives, and digital skills programs.

Further details on the bill’s timeline, proposed new name, and specific mandate expansions are expected once it is formally laid before Parliament.
