VIDEO: Who "chop chop" the foreign aid money?

Foreign aid and acountability!
The video below (in Swedish) is a documentary, made in Ghana by a Swedish TV channel, where Swedish diplomats are 'pissed off' for Ghanaian officials not being able to account for what aid money was used for.

The Ghanaian Officials were only interested in asking for more money without showing what previous funds were used for. When they were pressed to show a project the funds were used for they showed a lagoon where an official claimed it would cost 10 million dollars to clear.
