The Deputy National Coordinator of the Free SHS Secretariat, Dr Belinda Glover, has stated that two individuals have been apprehended and handed over to the Ghana Police Service for their alleged involvement in bribery and manipulation of school placements.
Speaking to the media on Monday, October 13, 2025, she said that the culprits, under the guise of being capable of effecting changes to school placements, take money from parents and come to the centers to influence the outcomes.

She added that these individuals submit multiple forms on behalf of supposed students seeking changes in placement, abusing the system for their personal gain.
“We have been able to arrest some of them. In fact, they come with multiple sheets trying to do changes, either [change placement] from day to boarding or boarding to day or sometimes change in program. The ideal thing is you can't have more than five children going to (sic) at the same time. We have been able to track down those people and then we have managed to hand some of them to the police to deal with them,” she said.
Dr Glover emphasised the measures being implemented by the Secretariat to curb such fraudulent occurrences, stating that a strict policy has been imposed preventing individuals from bringing more than two forms to the center.
“We are saying that you can't come here with more than two sheets. Anything beyond two, it means that you are in here to do business with us and we are not ready to accept that. So far, we have about two that we have handed over to the police. We have also made the announcement that you can't come here with more than two sheets. Beyond two, you are in for business and we are not here for business. So, we will arrest you,” she said.

“You can't tell me that you have five children going to the same senior high at the same time. And you know, we follow up because we’ve realised that these people are just collecting money from people and then coming here and using us instead to make money, because we are here to help the public. Inasmuch as we want to help the public, we also have to be as smart as possible,” Dr Glover added.
