Press Conference By Yakubu Yahaya, NDC UPPER WEST REGIONAL PROPAGANDA SECRETARY ON ACHIEVEMENTS OF THE PRESIDENT MILLS- LED ADMINISTRATION IN THE UPPER WEST REGION SINCE 2009 TO JULY 2010, MONDAY 13 SEPTEMBER 2010.

Ladies and Gentlemen of the Media,
Thank you for attending this press conference in your numbers. First of all, let me remind you of some of the promises made by the NDC in its 2008 ‘Better Ghana’ Manifesto for you to appreciate whether we are fulfilling our campaign promise in the Upper West Region or not. Among other things we promised investing in people and expanding infrastructure for growth. These include health care delivery, subsidies on education, workers remuneration policy, agriculture, water and sanitation, roads and transport to mention but a few.

Ladies and Gentlemen, a summary of projects executed so far by the Mills- led administration in eight (8) of the (9) Municipal and District Assemblies and what came through the Regional Coordinating Council (RCC) can be seen in the Appendix to this statement. The successes of the government span from Education, Energy, Health, Local Government, Water and Sanitation, Agriculture, Socio-Cultural, Roads, the Interior, Rural Enterprises and the Communications sub-sector.

In the Education sub- sector alone the Region has had massive infrastructural development across its length and breadth largely sponsored by GETFUND and Donor Agencies. What is monumental is the allocation and construction of eleven (11) 6- unit classroom blocks with ancillary facilities for the Wa West District. The first of its kind since the creation of the district in 2004. The Wa Municipal Assembly has added yet another face lift to the Municipality through a revolutionized repair and construction of drains, slabs, kerbs, filling of culverts and gravelling of roads totaling 99 projects at a cost of GH¢2, 705,887.00 to check the perennial flooding of our roads any time it rains and also ensure easy movement. Besides, an ultra modern SHS is to be constructed at Charia near Wa for the relocation of the current T.I. Amass SHS at Wa. In fulfillment of its resolve to establish at least one secondary school in every district in the country, the only districts in the region namely Wa East and the Sissala West districts which were without a secondary school now have their share of second cycle education. Work is on-going for all the facilities required of a modern SHS at the various project sites at Funsi and Gwollu respectively. In its quest to reduce unemployment, the Nadowli District Assembly has recruited, trained and placed a total of 413 youth in various vocations in the district.

Through the Regional Coordinating Council (RCC), five (5) communities viz; Charia, Busa, Kaleo, Babile and Funsi have benefited from the Small Towns Water Project. One hundred and sixteen (116) communities also benefited from a total of one hundred and thirty (130) boreholes sunk across the region. In addition, approval has been given for the sinking of twenty nine (29) boreholes in the Wa West and Sissala West districts. Again, the water system of St. Francis of Assisi Girls SHS has been improved significantly. It is important to note that the total distance of highways and feeder roads reshaped and regravelled within the period under review is 1,338.2km. It is heartwarming to hear that the quantum of money on development through the RCC on infrastructure, essential medicines and non- medicine consumables amounts to GH¢ 44,224,990.69 or ¢442,249,906,900.00. This does not include what came into the district assemblies directly from the central government and projects like the Regional Hospital construction at Wa.

A very laudable programme which the NPP administration started since June 2006 is the National Youth Employment Programme (NYEP). The prime objective of creating the outfit was to reduce unemployment among the youth in Ghana but it was not without problems. Since the NPP left office in January 2009 a total of 56 ghost names were detected in the Wa East District of the Upper West Region alone coupled with a very huge debt left behind.

However, when NDC took over office the outfit has improved tremendously. The five months salary arrears owed youth employment employees by the NPP has been paid by the current administration. Some recruitment done in the NYEP in the Upper West Region in the NDC’s 20 months stay in office includes: Community Education Teaching Assistants- 1,200, Health Extension Assistants- 600 as a starting point as against NPP’s 525. Paid Internships (recruited for MDAs)-200 as against NPP’s 68, Community Protection Assistants-110 as against NPP’s 33 and Prisons Protection- 110 people recruited for training. The rest are: Fire Service- 110 recruited for training, Waste & Sanitation- 1,400 as against NPP’s 453. Under the Trades & Vocational Module which started under the current government the following are to its credit: Dress making- 603 trainees and 44 paid trainers, mobile phones & ICT repairs- 420 people are being trained for placement. Also, recruitment of 150 trainers for hair dressing is on- going. Last but not least four shear butter extraction factories are to be set up in the region. Attached to the four will be soap making components and by mid October 2010 the first factory should be running. It is expected that when all four are in operation over 400 employments would be generated. At the National NYEP office a desk has been created for people with disability. In this region 22 disabled comprising the blind, deaf and physically challenged have been recruited for placement.

Characteristically, the NPP is known for doing shoddy work. A case in point is the construction of what look like pillows which they called speed humps on the roads of the Wa Municipality. It is ironical that in the face of modern technology the NPP resorted to archaic and primitive technological method in constructing the speed humps which eventually had to be reconstructed three times in three years. In terms ascending and the longevity, the reconstruction work on the speed humps currently on-going, any mediocre can predict that they are by far better than what my friends in the NPP did. Another example of shoddy work is the Tinga- Bamboi road. That portion of the Wa- Kumasi road was constructed recently under the NPP in barely four years ago but some portions have already been scooped off to pave way for reconstruction work as a result of potholes. Comparing that stretch to the Wa- Bole stretch which was constructed in the 1980s one will be compelled to say that what the NPP did is huge financial loss to the state and the various actors right from those who awarded the contract, the technical service providers and the one who executed the job should be held accountable.

I cannot conclude without sending a congratulatory message to my NPP friends for organizing a relatively incident free congress this time round and electing an old man to meet our presidential candidate. The NDC welcomes Nana Addo into the presidential race once again. The success he chalked is like peeling an onion. You peel one layer and you find several other layers underneath. He was overwhelmed by candidate Mills while he Mills was in opposition and it will be very strange if he thinks that with the current level of performance of the government he can win any national election.

As for former President Kufuor, we believe that he wanted to please people who had gathered at the Efua Sutherland’s Park after his candidate, Alan Kyeremanteng had lost by saying this administration is corrupt. The former president should know that he carries a corruption ‘pot’ which he has not been able to bring down yet. He should let Ghanaians know whether he has been able to offer just a simple explanation for the numerous corruption allegations against him and some of his government officials. It is still fresh in our minds that Mr. Haruna Esseku, former National Chairman of NPP accused him of receiving bribes from contractors and distributing them as largesse and that the Sonitra Constrution Company paid a bribe of over ?20 billion on the Tetteh Quarshie Interchange project. The preparedness of Hon. P.C. Appiah Offori, NPP MP for Asikuma- Odoben- Brakwa and fourteen others to testify before the Parliamentary Appointments Committee that Hon. Issac Edumadze, former MP and Central Regional Minister was corrupt. The witnesses were denied the opportunity to appear before the committee by its chairman. The pronouncements by former NPP MP for Tema West, Hon. Abraham Ossei Aidoo that the Tema Municipal Assembly including its then Chief Executive was one of the most corrupt Assemblies in Ghana. Again former Brong Ahafo Regional Minister Nana Seinti blamed NPP members for grabbing properties in all directions as if the Party was going to lose power in 2008 and the publication on the Monday, December 11, 2006 edition of the Chronicle on properties acquired by Hon. Issac Edumadze after he was made Central Regional Minister depicting that he might have acquired them illegally. What is still fresh in our minds is the observation made by Mr. Kwame Pianim that he could vouch that ‘as for President Mills he is incorruptible’. This implies he could not vouch for former President Kufuor because he was likely to be corrupt and many more.

Ladies and gentlemen, I wish to reiterate that you assess the current government based on what it is doing and not on what its detractors are saying. What has been achieved by the NDC in just eighteen months by far outweigh what the NPP did in eight years and if one is to score them any mark at all the maximum you can give is 45%. Any time the NPP is in opposition this nation witnesses massive development and it is our hope that they continue to be in opposition to pave way for more development. LAMBUSSIE-KANI DISTRICT

EDUCATION
-Construction of day care centre at Kpare.
-Construction of 3-unit classroom block with ancillary facilities at Billow.
-Furnishing of 3-unit classroom block, CHPS Compound & day care centre at Kpare, Billow and Chetu.
-Construction of 4-unit teachers quarters at Sina- Dindee, Bulli.
-2-storey Girls dormitory block with ancillary facilities under construction at Piina SHS.
-Construction of 6-unit classroom block with ancillary facilities at Piina SHS.
- Sponsorship for 86teacher trainees.
-Rehabilitation of primary school block at Karni and Piina JHS.

-Rehabilitation of boreholes in 16 communities, namely;Vauboi, Bawiesibelle, Bichenboi, Bugubelle, Bujan, Challu, Chinchang, Dangi, Sangjan, Dimajan, Tarsaw, Du-East, Fachuboi, Tumu Zongo and Dolibizon.

EDUCATION
-Construction of 3 –unit classroom blocks (13 off) at Nankpawie, Kwapun, Du-East, Pieng, Jijani, Koroboi, Yigantu, Dolibizon, Falahia, Dangi Pina, Kassano and Nabulo.
